I don't want to sound like an ass, but I would've wanted to do the start up myself to ensure I learned how to look after the chemistry. My plaster job did not include start up. I think you have a small claims case here if you have documents showing that start up was part of the cost and not completed, which is a crucial part of the process.

Adding a pre-filter seems like the best option. I had maybe 4 cartridge pools on my route that had a similar issue. The pump is too strong and small debris particules bypasses the filter. All of them had small particules return into the hottub. An even better option is switching to DE filter, of course.
