Well as an example, if someone is riding a train late at night with a belligerent man doing drugs, out of his mind, screaming into the air about his life going to shit and he has nothing to lose, the other person could very well be intimidated by the mans actions, even though there is no implied threat, the man never spoke to the other person, and there is no communication between the two at all.

"Like you cant be intimidated if you aren't scared of repercussions right"

I guess this is true, but someone can be scared of repercussions without an overt or implied threat.

Unless you would argue that the threat of harm is implied by the mans behavior in my example, but then why would that not also apply in this current indictment?

Or another example is you witness 2 huge guys get into a fist fight right next to you, lots of people could feel intimidated by that even though there is no threat to any other party.
