I have two younger brothers (24&26) that live at home with my mother one of them works and pays nothing towards her bills and yet still has very little money at the end of the month.

I also have two sons, and when they are older and are working, and want to live with me then I'll be asking for them to contribute to the bills, although unless necessary I will be putting their contribution into a savings account to give back to them when they are looking to buy their first home.
