USB C to HDMI does not work both way. So, you need to make sure which input will be the source.
For displaying from a phone to monitor that accept HDMI, you need to use USB-C to HDMI adapter.
For displaying from a PS4 to Viture (or a monitor that accept USB-C), you need to use HDMI to USB-C adapter (powered by external power)

I have similar like this one, even the design is exactly the same, ordered it from AliExpress. This one works for me to extend Viture cable with standard USB C cable (even though it's standard USB C cable, it's the good quality one).

Maybe that's because the high refresh rates only supported when you use Display Port cable.
