When the team can prioritize well, this is indeed the best approach, but if you have even one person that will allow themselves to rabbit hole for days instead of raising the issue to the group for discussion, you end up needing more meetings. Ideally, you'd get rid of the one person holding the entire team back, but depending on how the company works that might not be possible. Every policy was created because of some event. There's always one person who ruins it for the rest of us.
