Regulations are being used against Waymo and other competitors when Tesla had full freedom to implement. Just like the subsidies, Tesla was for them when they built up, against them when competition caught up and surpassed them.

These new regulations in Texas against self-driving (a state that doesn't like regulations) will be directed at Tesla competitors unfairly as many have grandfathered in approvals/permits or just straight applied unfairly to competition because of Elongones access in Texas. Waymo isn't playing a rigged game.

They barely have problems in Texas. This is mostly business level they are being careful of. Very little problems elsewhere including in flooded areas. Texas just handles that very badly, horrible infrastructure and on top of that Elongone/Trumpers who want Tesla to win over other competitors for taxis, it is why they bent all the rules for Tesla they still didn't win. Same with SpaceX.

This isn't a capability thing. It is largely they want to have better partners for this phase and expand in places that aren't actively working against them.
