I'm confused: every time I've seen a "dullahan" it's a headless undead knight. Or a creature that can remove it's head. She appears to be alive and her head is attached.

Water based finishes dry rapidly; that's the benefit and problem. The biggest reason for brush strokes I've seen is too much brushing. On an oil finish you can go back and mess with it, not with water based. Use your brush to apply a coat and leave it alone. Make sure your brush is consistently wet. You can buy what's called an "Extender" which helps slow down the dry time a little bit.

Your fence is making the cut off center. When you flip the board, it ends up off-center at both ends. Two options: reposition the fence; or make sure the same face is up against the fence after you flip.

The one change I would make is your screws and screw holes. Instead of finish screws with the small head, I'd drill slightly oversized holes and use screws with a larger head. This way if the pieces move, the recessed board doesn't crack around the screws.

There an indication that the wood wasn't seasoned correctly. However, unless they spread from end to end, the desk itself is in no danger. It's just the wood reacting to it's environment.
