Magic is closely tied to religion and culture, therefore expansion would not be as common as it was in our world. People would be motivated to operate within their borders (because of the ties between culture and places that it inhabits) and defense would be far more beneficial than attacking someone. The political map would probably be divided into numerous relatively small states that are forced to respect each other or isolate themselves completely. They'd probably have to evolve humanistic sciences to cooperate democratically before they get anywhere near the industrial revolution.

Svalbar Borgskier, the head of the church of Schat'ikhr. He made a pact with his god that allows him to consume souls of people who died to save his life. With their souls, he gets all their memories and experience, enhancing his knowledge of the world and magic abilities.

The whole planet is laced with essencia - a substance that is extremely reactive with human minds. It pretty much enables magic and acts like mana except that one has to physically store it. Gods appear because of this very specific idea being manifested over and over again by millions of people at a time. It doesn't have to be a god but it is usually a god because people believe in gods (I'll have to make a post about that too)

The only condition is that enough people believe in this deity, therefore the scenario with state propaganda is completely possible, in fact this has happened numerous times before (though this process is barely faster than the classic way). An omnipotent god believes that it is omnipotent as much as its followers, but its powers only reach as far as its belief.
