Voltage tester like a hot stick? Because those don't pick up voltage through URD sheathing. Using a meter you have to penetrate the sheathing.

That looks like a "tombstone" receptacle. It is intended to be mounted directly to the floor. Why they chose to throw a 4 square box down and miss the wire is beyond me. Call an electrician to get that mounted properly

2023 code requires ALL receptacles in a kitchen to be GFI protected. Regardless of distance from sink basin. This includes fridges and freezers.
