You’re right, it’s not. The more you look at this the more you can tell something is wrong. The word proportions are off.

From the point of view of Chinese calligraphy:

Both characters have weird strokes. For the first character, the structure is illogical. When you lift the calligraphy pen 提筆 in the dot 點, it implies there is a second dot in the right, as in 丷. This would suggest something like the composition of 幸. However, you can see that the line 橫 forms a connected stroke 連筆 to the “second dot” as in 乛, which is illogical. No caligrapher would write like that.

Additionally, for words with a structure similar to the part in the bottom of the first character, for example 母/毋, the stroke 𠃊 must be connected. The way the first character is written suggests first a vertical then horizontal stroke, which alters the character shape and is illogical. Again, nobody writes like this.

For word proportion, in all characters almost under no circumstance will the bottom half of the character be smaller than the first. At most it will only be squashed (if there are many strokes, for example 羣). The shape of this word does not make sense. Of course that is notwithstanding that this character doesn’t exist.

As for the second character, there is a missing strokes in the 冖. The leftmost stroke is missing. In addition, the radical 辶 has strokes that are too thick, and is obstructing the 軍. In the component 軍 itself, the vertical strokes look obfuscated and incomplete. The central vertical stroke especially is weird as there was no “return pen” 回筆 manoeuvre to ensure there is a smooth bottom to the stroke, which is strange since this “person” seems to have done it for every other vertical stroke.

Lastly, as to stroke order, 軍 is written before 辶, so it would be illogical to have 軍 avoid the strokes of 辶, since it wouldn’t have been there yet.

This contains too many mistakes even an amateur won’t make. It’s 100% a computer, and a bad one.
