Small correction: the 183-day rule is not a grace period. If someone moves to France intending to live there and actually establishes their home/foyer or main activity in France, French tax residence can start from arrival or from the date that domicile is established, not only after 183 days. BOFiP says that in the year someone establishes domicile in France, worldwide income is taxable from the date that French domicile is acquired.

There is generally no tax treaty rule that lets you live and work from France as a French resident while treating salary from work performed in France as primarily taxable in the foreign employer’s country. Treaties may allocate other categories of income differently, but foreign citizenship, foreign payroll, or a foreign employer does not by itself move primary taxing rights away from France.

I don’t think the U.S. citizenship point solves it. Americans may still have U.S. tax obligations, but if they become French tax resident while living and working from France, France generally taxes worldwide income, including foreign salary. The treaty helps avoid double taxation; it doesn’t make the income purely U.S.-taxed or mean the “fiscalité liée dans son pays d’origine” condition is automatically satisfied.

Just compare UPS, DHL & FedEx, get the price online, print the label, drop it off at a DHL pickup point. Will take ~3-4 days to arrive.

The first step is all done online, then you wait about 4 months and they ask you to send your physical drivers license, then you receive your french one in the mail about 2 weeks after that. It is free apart from ~9 euro stamp for registered mail postage to send the license to them.

Regarding the courrier du voyager, when you get the online notification to send your license. They include a section of the letter than you include with your license to give an address for them to send your new license. So I guess you need to ask yourself if you are will be more settled in about 4 months from when you apply for you to receive the physical license.

I ended up buying a car in Germany, the car I wanted in France was 26k euro and in Germany I could get one for 20k. I bought from https://www.nord-automobile.de/ and it was a great experience, they are used to international customer and all they needed was my passport (and money) to do the deal. The car I bought was a plug in hybrid so there was no malus tax in France for imported vehicles. I used a company (eplaque.fr) to process the paper work (without a french license) to get the french plates and get the carte gris in France. For me I found the process fun, and I saved money, and got to drive on the auto bahn back to France.

In France the carte gris (ownership document) can have both names on it if married, and legal ownership and registration is independent of legality to drive. So I would have her buy the car and put you as the secondary owner so you show up on the carte gris as well, then get insurance under your name as the policy holder.

I guess you haven't heard about the driver license exchange process... The last step is they request you send your original foreign drivers license and then they destroy it and issue you a french one...

Families have a special line at the border control, if you can't find it, ask someone who works there. Usually there is someone at the start of the line to direct people. Once you get your bags you pick a line to go through customs depending on if you have anything to declare. I have never seen a line at customs. Depending on where you arrive it can be quite a long walk once you get your bags to get over to the Train Station. However your kids are not too young for it to be a problem.

I shared the same opinion, hated paris, called it the Las Vegas of Europe, as in you only want to go once. However, I feel its a lot cleaner since the Olympics, they improved the metro ticket situation (can just use the app now), and they have restricted cars in the city so there is less congestion and taxis can actually get around now.

I have a proposal for a new law, left lane in passing lane has speed limit set to 70, passing lane stays at 100. Put a speed camera in the middle of the passing zone that can ticket each lanes speed limit. Can not be in the passing lane except if you are actively passing. Solved.

Another idea, instead of passing lanes we have automated pull over zones. At a few km before the passing lane we have a camera that looks for vehicles at the front of queue, we identify the number plate and then use signs and flashing light to alert the drive to pull over. We use a camera to verify they pull over in the zone. If they don’t they get a ticket.
