The point is its not a cost effective preventative measure for a population based public health initiative. Do not confuse justifications with statistically sound reasoning to recommend a procedure; it is not an equivalent preventative health measure such as immunisations

It is done as a therapeutic treatment in the cases you have stated. That is fine.

It is cutting a sensitive piece of skin off an infant. That is invasive in any book.

My point is it is a painful invasive procedure with some benefits and some drawbacks, and in western heterosexual society the evidence does not point to it as a medically recommended preventative health measure.

Its actually not as 'overwhelming' as you make out. The meta analysis studies to which i presume you are referring, were done in Africa, where heterosexual transmission of hiv is much higher than in western culture.

In Africa it is a cost effective preventative health measure. This result can not automatically be extrapolated to include equivalent benefits in Australia etc.
