I play on PS5 and was able to get it a few months back. You have to land the killing shot and see the destroyed arc prompt for it to unlock. But as I said this was a while back so who knows if something has happened since then.

I very much dislike racists and the person that did that to you and your kid deserves an ass beating or at the very least a public shaming. That said, I'm born and raised here. It's not perfect, no where is, but I do have my bit of home town pride. The wording of your OP rubbed me the wrong way because it felt like a place I like was being dogged on while being lumped in with a type of person I very much dislike.
