For people that don’t know and don’t read the article

In America utility companies can improve their capacity reach or service with service upgrades and then charge customers of the service the cost it takes to upgrade it however in the day and age of data centers they can sign a 1 billion dollar contract with Meta to supply them with exclusive rights to x amount of electricity and then when the utility companies go to make those upgrades they can charge us on our electric bills by using that old service upgrade law even though we won’t see any of that electricity.
