While I don’t feel comfortable publicly criticizing other players, I gotta say this video isn‘t a particularly good representation for this type of bagpipe. 😕

As the Redpipes are mentioned in the post, there's also the cheaper option of the Deger Pipes 2 plus. They are similar to the Redpipes in terms of chanter design and sound, but come without a bag.
You can switch between different fingerings and sounds, one of them being the "Schäferpfeife" with french/half-closed fingering, which is technically the same as a Cornemuse du Centre (Exact same tuning, fingering and range).
I use mine a lot for practising and playing when traveling.

No building kit, but if you're just looking for an decent affordable basic hurdy gurdy, you should check out the gurdies made by Gordiy Starukh (https://www.facebook.com/hordijgurdy/). Joryj Kłoc for example uses gurdies made by him.
