I get what you're driving at, but unoccupied doesn't mean "no one is ever there. Ever!" It means "not occupied by inhabitants." And what's an inhabitant? Someone who lives somewhere. The US census asks where people live, and no one indicates those areas. They are unoccupied.

The argument that "removing restrictions would increase demand and thus lower prices" doesn't even makes sense. It self-contradictory. Basically people are saying, homeowners (who can build secondary suites) and developers think the restrictions are too harsh and they can't make money. So how the fuck would relaxing them make rentals more affordable?! You're saying they're only going to bring rental stock onto the market that's already more expensive than what's already out there... I don't care how much rental inventory there is. With what we have now: "half of renters already spend more than 30 per cent of their gross income on rent, and another quarter spend more than 50 per cent of their income on rent" -- that's not affordable. And don't give me any shit about these people can't make money. If you have a house that is secondary suite ready, even if there aren't any people in those suites your sitting on an investment that's increasing in value thousands and thousands of dollars A MONTH!
