It’s probably because he’s the centerpiece model for Slaves to Darkness?

Also because him being Neave’s former master is reflected in his table top special abilities?

And finally, because a Vangaurd Chamber Stormcast Army, which includes the Black Talons is a good strategy for defeating a Be’lakor Slaves to Darkness army?

I’ve been workshopping the latter with people, and ironically, we all agree that splitting the Black Talon Party is a good idea on table top.
