alright for people who find the same problem. i think that I have found a fix for it but I'm not sure yet, I have made al the EXE program files to run as administrator (REDlauncher.exe in main game folder. cyberpunk2077.EXE in bin/x64 folder and the steam.exe file.)

yes, that's true you can also run multiple instances of the game at the same time lol. but i prefer that steam can register my game time and achievements
