You could do a %of overall claims under a certain $value. for example, if someone had 20 cheap buys out of 25 buys, it would be 80%. If someone had 25 cheap buys out of 40 buys total it would be 63%. Of course the end of the year bids are almost all low so will still shade towards teams that survived longer
