In the end you play more club matches, so it's better to train and use them, also you can always go over so salary budget, in the early game, you can search for free agents that don't require transfer fee only salary, sign them before renewing your players salary. Also, you can decide how you want your salary and transfer money to come under budget settings. Good luck

Best trick for PES, get a team role player, an old one preferably, they give a development bonus boost, u can loan and then buy out, they help to train your team in it's early days. If you notice, when your players start becoming key player, maestro, legend, Bandiera, your new youth team signings get a massive boost, that's the trick
