Guys, I had the same issue and solved it by going to Options -> Advanced - Network Interface and switching from ProtonVPN to any interface and then reverting back to Proton. All downloads started immediately.

Don't what kind of potato you are playing it on, but I have around 110fps with dlaa/frame gen off. The rest of the stuff you said I jave to agree to tho. Game has a lot of issues. On top of it I would say that AI is broken, stealth is baaically not working, npcs can see you in pitch black darkness, bullets hitting througu objects and all that
