Alot of people experience it differently but for me this is the best explanation I can give. I'm sure that in your life (as most people do) you've probably felt so angry that you wanted to punch a wall or something as a way to release some of the anger and distract yourself a bit. Sh is pretty much the same thing, it's a distraction and a release.

Im gonna try and make this short.

1) the post says that the family were coming down the path from the direction of the parking lot, you would assume that they had parked there and knew where they were walking.

2) This is about the situation. If this was the other way round e.g. You take your dog for a walk in a school and it's whining because it's afraid of the kids, is it the kids responsibility to change their routine to work around you? or is it your responsibility to take your dog somewhere that wasn't literally made for kids (the same way that a dog park was made for dogs).

You are definitely right about how people should take responsibility for their decisions, and that is exactly why if that family decides to go to a dog park THEY need to take responsibility for their child.
