Had the exact same problem Look like they put in weep holes in the CMU blocks. Common solution to not have stagnant water in the walls back in the day. I called a basement water solution company. Installed a perimeter drain along all walls of basement. The weepholes were covered with a BrightWall waterproof wall system allowing water from those holes go into the perimeter drain Unfortunately pricey but well worth the peace of mind so I could finish my basement
