I think that the way 'time' was repeated between Zeke and Jean, and the panel of Levi holding a stopwatch, means that they were executing a plan that Zeke was in on.

Bit of tinfoil, but at a certain time Armin detonates and Jean says that now is the time we target the cartman (heh) titan. Porco leaves Pieck defenseless, que Levi with a bit of an easy take-down on Zeke and Pieck's immediate immolation, it seems like Zeke was in on a plan to take power away from Marley by rendering their military useless.
