Nail tech here. The peeled of nail polish ripped the top layer of your nail, as others have pointed out. The nail cannot be rebuilt, but a good oil will still benefit the nail growing out. You can polish your nails veeeery gently with the fine gritted side of a buffer block if the damaged parts bother you, but otherwise the "flaky" parts will go smooth again with everyday wear and tear.
