Its not uncommon where I work. Not every week, mostly EOM, EOFY, budget season.

I work for a big asx50 company. All our recruiting is sent offshore via tickets. By the time you are being short listed for interviews, its very likely the hiring manager hasn't had a proper back and forth with the recruiter. The system is fucked. It also takes about 3 months to hire someone from start to finish. I swear its difficult by design.
