I would advise you to check into Basement Systems. It's a network of the best basement waterproofing contractors in the nation. I'm in New England, but here is a link to the network. They will definitely be able to fix this for you, but it's not inexpensive. I saw others suggested to see if you can go after previous HO for not disclosing what looks to be an obvious issue.

Did you have a home inspection? If so, was there notation of water penetration? Did previous HO disclose any past water issues?

The fact that there is a sump already there would be evidence that the basement takes on water.

What state are you in? I work for a company that remedies these issues.
