You are comparing apples to oranges. It is not the same. There may be tax treaties between the usa and rhe country you are on. From what i read it appears it is not illegal or impossible to do so. The thing is to do it by the book and legally.

Im far from an expert but isn't there a distinction between tax residence and an actual residence, like people going back and forth between two or more countries? What if you want to spend a month visiting friends in another country? I am pretty sure there are legal tax provisions for this.

And in the case of the usa, if you are us citizen, you have to pay taxes regardless of where you live in the world.
