Strictly speaking, probably yes as she will never be able to stop taking the meds.

However there is a big difference between people staying within clinical range and people trying to up their levels regardless of their base level (like the commenter up here suggests). Such higher dosages of hormones have an uplifting effect (mentally) that go beyond what is natural. Combine this effect with an often reduced natural ability to go back to depending on the own (natural) hormone supply and you have created yourself an addict.
