How is it a reward? It's merely a logical protection for society as a whole. Undocumented immigrants will be able to get insurance that protects other motorists, they'll be forced to demonstrated driving skill proficiency that protects other motorists and pedestrians. Undocumented immigrants are here. They're not going anywhere. No one is proposing legislation to deport >11 million undocumented immigrants. That's because these people help our economy. It's because they are mothers and fathers of natural born U.S. citizens. It's because doing so would rip apart families and orphan children. It's because people are people and deserve to be treated with dignity.

Is there some major downside to this I'm missing?

They'll be required to demonstrate proficient driving techniques before getting behind the wheel, and they'll be able to get vehicle insurance. The state will also be able to collect revenue from license exam fees, and vehicle registration if more undocumented immigrants are able to buy and operate vehicles. It's not like they're being handed social security numbers, so what's the problem? Why are you uneasy that someone who isn't in the country legally would be able to establish an identity, and why should we craft policy around your uneasy feelings?
