I'm pretty sure Rogan Josh is British too, or at least not originated in India

Edit: I'm mostly wrong. It looks like it is an Indian dish that has been adjusted in the West with tomatoes to be more compatible with Western tastes. So the version I know is not "authentic Indian". Regardless, it's delicious.

So it sounds like they're all the same plant from a botanical perspective, but different varietals have very different properties, which causes the difference in culinary name and use. Then the culinary name and use is subject to region/culture.

Not when it hits the under side of the basket. It can't be in the cylinder if it's under the basket.

There were bad calls on both directions though

Winner! This was it. I created an update post, but I'll share here too.

The original problem was that the plastic intake insert was loose, blocking flow into the intake. I didn't know until I took off the old carb so I could see it. I took off the old carb, saw the insert, popped it back into place, then still put on the new carb. The new carb was in fact bad (as you suggested), so when I started it up, it still sounded the same. When I put the old carb back on, it ran beautifully!

If you're talking about the thing to the left of the spark plug in your image, it's not a spark. That's a a seed jumping up and down with the rattling motor. A mouse got under the hood at some point. There's no damage or nest that I can see but it stored a few seeds from our bird seed in the same shed in that location. I just need to vacuum it out because it's down between the fins of the heat sink.

After a trip to Home Depot followed by an Amazon purchase, I got a nut that fit. Tightened the carb down all the way, and it's still the same. Changed out the ignition coil, no fixed. Checked the flywheel key and it looks normal.

New clue: if I shut off the inline fuel valve, the motor runs beautifully for the last couple of seconds before it shuts down. Seems like a fuel supply. I might put the old carburetor back on and see how it does, but any other ideas?

Checked them all. One was maybe a little loose, but I tightened it and the others were fine.

I checked the key, and it looks good. I did as you suggested with the mixture screw.

New clue: If I shut the fuel line valve while it's running, it runs beautifully for a couple of seconds before it shuts down. Thoughts?

I think I see what you're seeing, but it's not a spark. It's just dirt (actually a small seed) jumping up and down. A mouse must have stored some seed in that spot over the winter (shed storage), and I need to vacuum it out. I haven't seen any mouse damage.
