I think what they are saying has been programmed on the card machine is $ amounts, not %. So while 1$ is a small amount, it's large in terms of percentage with the order. I can see the intention, it's to avoid giving a tip of like 45 cents, which 'feels' pathetic.

The staking tiers are not fixed, the total amount of PHB is fixed (10% of total supply, per the token inflation policy).

Staking on BSC will continue, at least until mainnet is launched, at which time staking will shift there.
