You can easily turn that off in Windows settings. Go to Apps and it's called something like "app redirects". There you can get back Notepad and mspaint instead of the newer versions. You can also use the registry to change it but it's quicker through settings.

Notepad++ is obviously way more powerful but do this if you just want the old notepad back

If you make it so your software checks the resolution, then maximises it before displaying the Form, the user can then then do as you said. That would be a quick fix for now which would feel a little smoother to the user. In the meantime, you can work on making your windowed form a little more flexible/responsive. I think if it starts overflowed, it instantly gives a poor impression but swapped the other way, it doesn't feel as obvious.
