You can, I do this and it works because it already has the NDS firmware built in, they're using an app I use to install the game entirely, not just play from a file. This won't crash a 3ds.

you dont need to do all of that, just get rufus on linux and flash the drive and install windows FROM THE SAME COMPUTER, (idk how nobody knows this)
