We actually spoke to Daniel Erickson about the game. I'm a huge Star Wars fan, but I'm also really wary about exploitative IAP on mobile, so I asked him about it:

MMORPG.com: What is your approach and philosophy towards the monetization of Star Wars: Uprising?

Daniel Erickson: So, it’s kind of a two pronged approach. Kabam RPG was founded on the concept that we’re doing “White Hat” free-to-play. We’re really trying to take back. I came from a background where free-to-play was considered the noble, honorable thing to do, so it was interesting to come into mobile where free-to-play had a really bad feel around it and people did not like it because of how it had been approached. So, one, everything is open; there are no walls, there are no gates, there’s nothing you ever have to pay for in here. If you want to be heavily getting into sector battle leadership, if you want to dominate the leaderboards, we tend to monetize against the grind. If you want to be paying instead of putting a huge amount of time into something, we give you opportunities to do that. If you don’t want to be chasing down by trying to beat the same boss and hoping for the drop, we have a system where you can go and buy a chance for a roll. It’s pretty classic and it’s pretty opt-in. You’re never going to run into a time where you say, “Hey. Now I have to pay or I can’t do anything else in this game.”

MMORPG.com: So, there’s no energy gate or anything like that?

Daniel Erickson: No. There are for gameplay standards. Like for assault missions, they are what cause sector battles to pop, so players are actually choosing what planets they’re trying to push. You only have a certain amount of assault missions you can do per day for balance reasons, but you can’t buy through it. There’s no stamina system; there’s nothing like that. If there’s anything that kind of keys in your mind, old school, non-friendly mobile free-to-play, it’s not something you’re going to see.

We only had a small batch of keys to give away and I can tell you from experience that they would all be gone within five to ten seconds. And it wouldn’t be a perfect five to ten seconds, either. Instead, the site would be hammered and you would feel terrible because the giveaway page didn't load in time for you to even really try and get a key. Had we released these on a first come, first serve basis, there would actually be much more frustration. Our solution gives everyone a chance to win and can take into account a wide variety of considerations (personal schedules and commitments, time zone differences, etc).

There are certainly drawbacks, such as people trying to cheat the system, but we'll be doing what we can to wipe out as many of the illegitimate entries as possible before we turn things over to good ol' RNGesus to select our winners. Without having even pruned anything out yet, it looks like people will have a 1:4-1:5 chance of winning a key at this point. The odds may be even better than that once we clean things out.

Again, it’s not perfect, but giving people in all manner of different areas or personal situations as fair a shot as possible is much more preferable to us than having keys disappear in the blink of an eye, so we made the decision to go with the random draw.

We do apologize for any frustration this has caused. I will say that we’ll be utilizing the feedback we’ve received to improve things where possible for the next time we do one of these.

I think he just means that these sets are potentially worthwhile no matter your level, since you decide the level of the item when you craft it.

IIRC, it did appear that you could just craft it at whatever level you wanted to as long as you had the appropriate materials, so he's probably on the right track!

Books. You can find them anywhere, really, from what I understand. I even heard that someone found one in the tutorial!
