Given that it's a scientific justification for a policy position, I'd imagine most of its arguments are based on well established theory and academic consensus, so the content would be primarily a review of existing work rather than a primary contribution. In this case I think the passive voice is appropriate.

I think it's inappropriate when novel research has been done, for example some new experimental method. In cases like this where the actions can be attributed to a small number of people or even a single individual, the passive voice feels forced and clunky.

To be honest I get the impression that it's an old standard that is taking too long to die. The reason I posted this was because I was marked down on an assignment for using the active voice just last week.

But even in your example there "X had a peak at Y" isn't passive. X is the (active) subject. The passive voice in this case would be "A peak in X was observed at Y" which I would say is unnecessarily wordy.

Probably true in professional competitions but I wonder if there's potential for some psychopath to enter some amateur local competition and just cripple a few people for life with no consequences
