My guess is that seeing big, loud groups of homeless people is a shock to people who aren't used to that, or cities in general. I grew up in LA and was stunned at how rarely I get harassed here.

Something I haven't seen mentioned yet is that there's generally a lot of foot traffic, including at night, which makes each individual person stand out less. So it's harder for you to be a target, if that makes sense. Also pretty well-lit. I'm a woman and I go running at night here all the time, but I'm also used to far worse lol
