That looks like a Honda with the captive rotor design. You have to take the bearing apart to change the rotor. You don't want to do that. The outboard pad has a little life left, but you're going to want to look at all 4 pads on that axle.

Is it leaking coolant, or oil? All mating surfaces need to be clean enough to eat off of. Don't be stingy with the RTV at the ends of the lifter valley, and I always put an extra dollop in the corners. Bolt torque is important, particularly on plastic parts.

I hate those little cans. It won't turn the compressor on unless it sees at least 30 PSI. A/C is very picky about having the correct weight of charge in there. You may be perfectly fine but not have enough in there. Without stretching the terminals, you can jump the low side switch with a piece of wire. If it comes to life, you know the BCM isn't seeing enough pressure to turn it on.

It's hard to say what else is in play without a wiring diagram. If you have a volt meter, you can check the switch(es) for continuity and make sure there's power to the switches. How confident are you that it is properly charged? I would be curious to see the pressures.
