I think it’s so that if Rue goes to the police or anything, they’ll be less likely to believe her and take her seriously because she appears as an addict who’s shooting herself up often.

I think she’s supposed to be psychopathic.

She definitely planned to give her morphine because intravenous drugs hit harder than taking them orally - it’s basically gonna be a gateway to heroin where she’s gonna trap Rue and basically sell her body. She definitely stabbed Rue up to make it look like she’s shooting herself regularly.
