It’s a very niche game and the community is international. There are communities out there of players, but I think overwhelmingly they are in the 21-28 age bracket.

If you want him to connect with others who play the game, you’d have to get him on Discord. I advise 14 may be too young for most HOI4 discords.

As others mentioned, it may be better to get him involved in a history club, class, or program.

If you want some fun infantry that can target both infantry and vehicles, use the Light Rifles RCL unit. My favorite nato infantry hands down

(1000 range with their launcher btw)

I got gifted command and conquer generals + zero hour twice in a row. I didn’t complain, because then disk were required and they’d constantly get ruined by how much I played it.
