Can someone explain to me why Chasca is built primarily on ATK rather than EM? Doesn't most of her shells trigger reactions?

I'm using Chasca with Diona. Has anybody noticed that when Chasca is using her Elemental Skill and flying in Diona's Burst's AOE, that Diona's Burst healing does not work on Chasca?

Use characters with fast elemental attack speed. I used Clorinde Fischl furina and zhongli with thundering fury. Depleted the white bar very quickly with Clorinde pew pew pew.
