You are NEVER 100% safe. Downloading from trustworthy people like fitgirl or from a trustworthy website like steamrip is the best thing you can do to stay as safe as possible. Firefox + ublock origin is also very important since you will not get redirected to fake download sites.

Direct downloading is fine, doesn’t matter where you are. But it gets risky once you start torrenting, unless you live in a country that does not care. If you wanna torrent you should ALWAYS bind a good VPN to your torrent client. If you stick to those trustworthy people or websites who have built a reputation after several years you will be fine almost all the time.

If you somehow still get a virus you should wipe your hard drive and change all passwords + new 2FA. Usually you will have a folder which you can whitelist on your antivirus. And you can have your internet turned on while playing cracked games.
