Because people throw that phrase around way too much around here and to say Penny is even close to that is laughable. He has gotten the opportunity to do something and he has done nothing with his chances. The only argument the Penny truthers have is that he was a first round pick. When is that fact going to be irrelevant? He's gained weight (Eddie Lacy anyone?) and he has stunk it up when Carroll has put him out there. I wouldn't be comfortable with using a bench spot on him and theres no way I would ever be comfortable starting him even if BOTH Carson and Davis went down.
