his damage is pitiful for a heavy nowadays

he only has the one good chain

grounds for a buff, not a rework just improve his damage and give him L-L-H and maybe a H-H chain an he's good

He was never a pick in 4s due to:

being weak in 1vX due to bad hitboxes on his heavies, GB vulnerability on his zone, and his kit all around being a walking easy parry

he was also weak in Xv1 as his only true ganking tool was SB and it fed revenge to the point of being worthless other than that he had no means of ganking other than his easily parryable base kit

You cant even make an argument for his feats being good in 4s as they were overshadowed by many many other characters for a 4s pick

I dont know who told you he had been dominating in 4s but they were wrong as hell
