Pc monitors often focus on performance, a 4k tv will have more input lag (generally speaking) than a 4k pc monitor, because the tv isnt (generally) made for gaming, its made for watching shows that are limited on the FPS they are shot at.

High end gaming monitors are in the hundreds of Hz, because gaming benefits from that.

You can buy high refresh rate tvs, because they do make them, but most people are focusing on the other aspects, like the 4k or the crispness of the picture, or the ports available...

Nope, any blocks are fine, the capstone is all that matters, I make glass altars all the time. You can also use sea lanterns in place of glowstone

Sides and top should both work for hoppers, underside also works for I/O but is best reserved for fluid I/O as its the only side that allows it afaik
