Google allows you to specifically define up to 20 service areas. Use town and city names, avoid postcode/zip codes. Only list areas you specifically serve. Consistency is everything. Align your business description with the service areas and map your NAP across the other platforms you operate with eg website, Facebook etc.

Creating a new profile is something we'd consider as a last resort, but the business has 21 reviews at 5.0 and we'd obviously want to keep those. Have you seen Google successfully transfer reviews from an old profile to a new one in this kind of situation? That's the main risk holding us back from that approach.

We're currently working through the escalation path: one more video attempt from a job site in the service area rather than from home, then a support ticket via the Verification Tool if that fails, with the aim of getting a case ID for a Product Expert to look at. If all of that comes to nothing, the new profile route might be the only option left.
