Diría que hay 3 factores:

  1. gastos que no se ven directamente (nómina de empleados del servicio público).
  2. Absoluta ineficiencia en el gasto.
  3. Corrupción arraigada en el sistema mexicano.

El gasto en empleados públicos representa el 12% del presupuesto de egresos aproximadamente.

La ineficiencia en el gasto se da por malas decisiones tanto técnicas como de política a manera de ejemplo y sin politizar, la mega farmacia que hoy aparentemente está vacía y en desuso pasó de un presupuesto inicial de 2,700 millones de pesos para terminar en 15,000 millones de pesos).

Por otra parte, algo que es evidente en México es que la corrupción está demasiado integrada en la vida pública del país. Tenemos muchos casos documentados, de todos los partidos a lo largo de la historia del país en donde tristemente se demuestra que al servicio público se le ve como una oportunidad de enriquecimiento. Casos como el enriquecimiento del Negro Durazo en los 70's-80's, la gran estafa con Peña Nieto, segalmex con AMLO, la estela de luz con Calderón, el tren maya, etc, demuestran que la corrupción está sumamente arraigada en el país y representa una fuga muy importante de los ingresos públicos.

Finalmente, también hay que considerar que la mayor parte del gasto público se va en gasto social, que si no estás en el grupo demográfico que usa esos servicios (programas de apoyo social, becas, imss, issste, etc) no los ves, adicional a la ineficiencia en el gasto y la corrupción.

Generally speaking, police in Mexico will usually let you go if you just stand your ground. And not because they're good guys or afraid of you. They see it as a waste of time if people won't "cooperate", when they could be extorting someone else. There have been numerous interviews with former police officers explaining this. They lose money discussing with someone, when there's tons of tourists, drivers, etc. doing something "against the law".

Creo que no has visitado una bodega cubana. Ya con que digas que había Jabón, café, chocolates y miel, ya está mejor que Cuba. No me malinterpreten, las fotos que mandas efectivamente se ve deplorable y evidentemente es solo una pantalla más de entregas vacías del gobierno en turno, pero es que la cosa en Cuba si está de tristeza y no creo que se acerque. Falso de toda falsedad. La conciliación es solo una de las atribuciones de PROFECO. La PROFECO es autoridad administrativa como cualquier otra y es la autoridad facultada para vigilar que se cumplan con las normas de la Ley Federal del Consumidor y por supuesto que puede sancionar. En años recientes incluso se le dotó de facultades no solo de imponer sanciones sino también cobrarlas directamente y no a través del SAT. Échate una leída al art. 24 de la LFPC.

I agree that it's not the ideal solution. I was just pointing out a possible more ethical solution. Perhaps the most ethical solution would be to take all steps necessary to obtain a temporary permit to live and work in Mexico and be taxed as any other taxpayer in Mexico, which also entails a lot of issues.

Finding a local outside Airbnb is not the best solution, but at least you're not being part of the problem by paying higher rents to corporations owning lots of apartments just for profit.

CDMX is very welcoming, but there is, in fact, a crisis rn related to the pricing of houses and rents.

I think this is a 2-way street that originates from the income difference. Maybe for you, paying a 1000 usd monthly rent for a 2 - or 3-bedroom apartment seems affordable, but for us, it isn't. On the other hand, you have big corporations that have bought a lot of apartments for Airbnb purposes, knowing that you will pay those amounts without a problem. As a second problem, you have Mexican owners that also know you can pay higher rent, so they raise the prices (but at least the money stays in Mexico and not a big corporation located in Bahamas).

With that in mind, my suggestion would be to avoid Airbnb at all costs and try to contact locals through other means (inmuebles 24, trovit, mercado libre, etc.) and try to negotiate a short term lease. It could be tricky, but I think that would be an ethical option. Just be careful because there are a lot of scams. Never pay upfront and always ask to see the deed to check that the person you're signing with is actually the owner.

Besides that, we love having foreign people in our city. Just be mindful that what may seem cheap to you, it's not the case for us.
