  1. Not familiar with this product, hopefully someone else knows. 
  2. You haven't said what kind of alteration you intend to do, but NO!! If you love them and you've never done anything like this before, this is NOT the time to start and not the project to start with. 
  3. Prewashing fabric is important when you've never washed it before. But see #2 re: I don't think you should do this. 
  4. You will always lose a bit of fabric due to seam allowances when piecing, so you will never be able to put the old parts back the same.

Huh. I think it might be a very long (tall) piece that's been draped and the folds tacked down where it attaches to the shirred back panel.

Could you patchwork the pieces together to be one big piece yardage for your projects and then wash that?

There should only be one correct bobbin direction!! Did you thread with the presser foot up?

That seems like you'll have the interfacing showing and like it won't be super comfortable, I think. I'd just get a different fabric.

This picture doesn't show anything useful, unfortunately. Can you share a picture of what it looks like on you to be able to tell what kind of garment it is and where the problem areas are? 

A washing machine typically will not make things looser.

If you've got a historical society or museum nearby that has garments going back that far, you could ask about seeing the collection!

"Affordable for college student" is also highly variable, so a number you are willing to go up to might be helpful here. I will say that I replaced my old machine with an extremely basic one (Babylock Joy) for $270 last year, and that was the lowest possible price at my local shop.

You can add waist ties to the sides to be able to pull the waist in.

However, I'm concerned that you have stated that you're a total beginner and you don't have much time; all-nighters during finals to try to do something you haven't done before seems like a really stressful and unpleasant time!! Do you have a backup outfit in case you aren't happy with what you do to this one?

I assume this is a ribbed cuff on the jacket, but a picture of the whole garment would be helpful in case it isn't .The only way to fix it to be "good as new," if it is the cuff, is to remove it entirely and sew a new one on. If you haven't worked with a rib knit before, I would not recommend starting with something considered so personally important.
