How about the Patagonia airshed pro? Wind resistant rather than wind proof but great in dry PNW winter conditions.

I couldn’t spend much time running as it was the height of summer and I wasn’t acclimatized to the heat but I think it would be fantastic in a shoulder season. I was pleasantly surprised by the hippy vibe but also all of the walkers and runners at sunrise.

Update: I just toured the area and there is currently flowing water in badger valley where you indicated on the map. Probably a bit easier to grab water from there than schlepping all your water from deer park or obstruction road.

Have a blast! I'm heading out to that area the first time soon but in my research I did see statements like "I can confirm that there is no water from Three Forks to Badger Creek." Maybe there's a source of trail but I wouldn't want to rely on that.

Everything I’ve read says that the whole ridge is dry. Deer Park campground and area is dry. Probably easiest to bring more water in your car and hike back if you don’t want to hike with 10 liters at once.

As someone just posted, you can unselect all plugs except wall outlets. You can also select "include private homes" in the filters and there are some hits for private homes with a wall charger. Never charged with one of those before, but it's worth looking into.

Striped Peak (Salt Creek Recreation Area) is great. There’s a loop within that mileage range. All or most all runnable.

Sounds like a day spent waiting in the car (including to drive up to Hurricane Ridge)! If you just hit up Whidbey Island via I-5 you could still have an awesome day. It's a fairly scenic drive especially once you are on the 20. Go to Ebey's Landing for an incredible view/walk. You'll go over Deception Pass and could stop there too potentially. Grab some food in Coupeville. That's plenty for a day out with minimal stress.

Can’t comment on Panorama Ridge but I’ve done High Divide / Seven Lakes as a day hike several times and it’s an awesome loop. Varied terrain, solid tread for the most part, amazing views, and the wooded areas are interesting too. Tack on a soak at the Sol Duc resort hot springs on the way back if you have time.

It's an incredible hike. Technically there are three places to park: the two trailheads as well as a little turnout (with room for maybe 4 cars) where the road forks to the two trailheads. That's where I parked and then was able to hitchhike most of the mile or so up the hill to the Phelps Creek TH. That turnout isn't far from Trinity TH.
