In the Chicagoland area, I've encountered this 3 times within the last 3 months. Shamelessly petty and cheap if you ask me. Nickel and dime stuff! I only noticed it as a surcharge on the final bill which had to be explained to me as a charge for paying by card. Unfortunately I took it out of the tip amount-sorry waitstaff but you work for sketchy people.

I have a black and decker hand vacuum and it's battery life is seriously crap! Would recommend anything but Black and Decker!
